This song is very important to them, because it reminds them the time together. I don't mean to say just their time in Paris, but some of the most defining times in their lives. It is an extremely significant song because, as shown in the song title, time always goes by and makes you feel very different from how you felt about someone or something in the given moment. For example, after Ilsa left Rick at the station, he felt completely decimated, and felt even worse when she came back and happened to run into him. Initially, he felt anger and hatred for her. But as time went by, he remembers only the good moments from the past and realized that he still cares about her a lot.
